Can the start menu be configured to cascade the menu items. Scrolling through the start menu when opening folders can be a pain.

Well, if you select the Classic option from the Taskbar Properties - you get pretty much the same classic menu as you got in Windows Server 2003. There isn't a way to get the new Start menu design and cascading menu options, however if you do switch to the Classic menu, it'll appear like it did in previous Windows versions :o)

No there is not. I have filed more than one bug on this but so far it hasn't been addressed. It is very frustrating since they allow reverting to "classic" in about every other feature.
